definately a seal leak OR a missing gaslet on the oil fill/vent plugs. I have re-sealed probably over 200 of these for various reasons. Just watch what you're doing when you take it apart. Take pictures if you have to. Take a look at the prop shaft seals as they are installed face-to-face. as in no water in and no oil out. check/replace your oil fill & vent plug gaskets. Also whatever you do NEVER winter your motors lower unit empty of oil! Alway refill with fresh Mercury lower unit oil.
