Might be the fuse holder... The old style cylindrical style fuse holders can get pretty resistive... If that is what you have, you may want replace with a new automotive style fuseholder or clean up the connections inside the fuseholder. I have had similar issues with my fuseholder. As far as the wire gauge being too small, that could be the case, but it would have to be awful small to drop 3 volts.
