I live in NW Illinois, here they must be titled, at least the heavier ones. Years ago I bought a trailer used that had no title and was told I had to have a title to get plates. Found out I could just apply for a "homemade trailer title", did so and all was good. Keep in mind this was 20 + years ago, cost like $10 to apply and register the title + cost of plates. Your right though that cops have nothing better to do, although a sharp cop might just notice that your trailer plates don't match your vehicle plates and maybe catch somebody ripping off your trailer (far fetched, but who knows).
