Well, after reading your post, it could be a couple different things. Is this an oil injected motor or do you have to mix your gas? If it's an oil injected with a oil reservoir, if you were low on oil, the motor will slow down to idle speeds. Reason for this is to conserve what little oil you have in the reservoir.

Another thing it could be is if this motor takes mixed gas, you may not be mixing your gas and oil correctly. Meaning, your amounts of oil to gas ratio is off and the motor is wanting more oil.

How is your prop, is there any damage? Damage to your prop can also cause what you say whah whah whah. Did you inspect your prop shaft? Did it appear bent?

I would check these things first. But I can almost bet you it has to do with your oil. I had the exact same problems with a 2stroke 50hp Yamaha. The symptoms sound exactly the same.
