I had the same problem with my boat. Turned out the throttle position switch was loose. This is a microswitch that was moounted on the back side of my throttle handle. This is the switch that closes when you are in nuetral allowing you to start the boat. I had to reach under my gunnal cap to feel the back side of my throttle to find the switch. Once I found it by feel, I could tell the position switch was loose. A few turns with a jewelers screwdriver and I was back in business.
