If you are not dead set on buying new, there would be a LOT of nice used boats in that price range. I don't know a lot about fiberglass, but that tiller Skeeter for sale here does look nice. Otherwise, the Crestliner FishHawk, and the several models in the Alumacraft and Lund lines would be great. I like tiller boats, and a used 16 foot Alumacraft Navigator with a 60 4 stroke tiller should be easy to find for $12,000 or less.

Lots of 17 foot boats with 115 consoles out there for around $16,000 too. Stick with any big name manufacturer and you should be happy.

I almost forgot! There are usually quite a few Tuffy boats for sale on this site every year that look like nice boats. I'm sure some would be in your price range.
