Subject: Tuffy 1800 T help needed

I'm currently looking at a used Tuffy 1800T that has some damage. I'm unable to locate the Coast Guard plate so I'll tell you what I know. According to the current owner it is a 1990 or 1991. There is a hole that leaks right under the bunk on the right side. He says it is from wearing against the corner of the bunk. I really can't see it that well until I roll it a bit on the trailer.

Anyway, is there anyone who has heard of this happening before? Can I just patch the hole with new fiberglass? What will prevent this from happening again?
