I'd be willing to bet you are over revving the motor with the 17P prop. I think you should probably have a 19 or maybe even a 21P. Stainless prop will help. And I do believe the motor should probably raised at least one hole.

A friend has that motor on a 18 foot C'liner, and he gets 42-44.
