Is this a fairly old motor? I aske because of the points/condensor. If I recall, these ignition systems used some sort of a resistor to drop the voltage to the coilt, to keep the points from arcing away. Usually not during starting, but once the motor was started. Ballast Resistor is what it was called. Some, like Chrysler products had a separate resitor mounted near the coil, I think GM built it into the wiring harness. I think the voltage dropped to 9 Volts. If it is 6 volts, that would be low. It should be nearly 12 volts while cranking.

You should measure the voltage at the coil, not the points.
