Go to your favorite home supply store and get a few cans of expanding foam. Build a cardboard enclosure around the livewell and begin filling it with the foam, watch how it expands so you don't over fill it. If you don't want to mess with expanding foam then you could use any type of waterproof insulation and surround the livewell.

Blue or pink closed-cell (extruded) styrofoam cut into pieces and glued to the livewell would be another option. They sell that stuff at any home supply store usually next to the fiberglass insullation, it comes in various thickness so it would be pretty easy to work with.
