 I had a 92' Evinrude 40hp with the same problem, What I ended up doing was going to my local omc dealer and picking a product called omc fuel system cleaner. the product has the directions on how much your supposed to put in your tank. I just put the cleaner in and ran the motor at all different RPM's, It took a couple of hours of running to clear up but it finally did.
