Cheapest would probably be buying throttle cable on eBay, around $5 for 5'.

If you know anybody that does welding ask them for a liner from their wide feed welder. If they are replacing one they will likely give you the old one.

Throttle cable, brake cable. Both have worked great for me. Now trying to find stainless steel wire around .051. I know places that sell it for lures but is there a cheaper place like a hardware store or parts store?

Try McMaster.com just type in stainless wire in the search, you probably want the soft temper wire.
