I have some old metal spoons that half the paint is chipped off or others that got too close to some rubber lures and the is screwed up. What's the best way to remove the paint? (steel wool? sandpaper?) I have no idea. Thanks for your replies.

Rough it up with sandpaper, soak in acetone and clean off with clean acetone after. You'll have to repaint after, sanding and acetone will mess up any stainless finish.
