I have a couple of muskie treats that need their tails replaced. After you clean it up and cut the action plastic, do you just push the plastic on the nail or create hole first? Would i use ordinary super glue?

Just push it on. I haven't used a super glue that hasn't worked, some work better than others. Unless you have a direct pipeline to an industrial manufacturer, the Phantom glue works better than most others. Gorilla glue takes more time to set in my experience but works fine also.
