Subject: Steering Bolt removal / install

I am working on replacing my dual cable steering for hydraulic and I am having issues installing the new steering bolt. I got frustrated with the original bolt and cut it in order to remove it. Now I actually need to find the proper way of removing and installing this.

I own a 2004 Mercury XR6 150HP and the tilt tube lines up almost directly with the steering control arm bolt hole. I am unable to get the bolt through the steering arm and I am unsure if the upper motor housing needs to be removed in order to get this bolt to fit.

Any ideas?

Thanks
