The shop that charged you $1,000. should stand behind their work and repair it for no charge, especially after only a year. Unless you hit a rock or something.

Fiberglass is best fixed with fiberglass
Surface prep is a very critical step.
Do not try to fix a Polyester/Vinyl ester based resin system with Epoxy or any other resin. It will disbond.
The surface to be fixed MUST be free of all moisture.
