Location: Hayward, WI		I think you probably just need a bigger motor. A 42 pound trolling motor will probably struggle on most any 16 foot boat in wind. I have a 70 pound on my 16 foot Navigator and it has always worked well, no matter the wind. I'd go at least 55 if you are able to switch motors out.
