For the record, the Yamaha owners manual for this 2-stroke firecracker says on p. 28 Step 1 to put the gear shift lever in NEUTRAL before tilting up. However, in neutral, lifting the shallow water lever and pulling up on the rear cowling does not work. The motor will not budge.

After lots of fiddling and research, I tried putting the gear shift lever in FORWARD and the same procedure worked perfectly.
