I think that's recent change, yes there was a time you could get a jump on the season in U.P. and even fish the border lakes of the Cisco Chain along with Lac Vieux Desert.

All MI/WI boundary waters are open all year for catch, and immediate release. The MI harvest season, which is 1 per person per year (April 1 - March 31 & 50" Min length), is the first Saturday in June - December 31. MI residents must call in to register their fish if kept. This is per the 2022 MI Fishing Regs.

Regulations for muskellunge differ for Green Bay rivers
Lower Menominee River, below Hattie Street dam
Wisconsin: Open June 1 – Dec 31, 2022 (open water only)
Michigan: Open June 4 – Dec 31, 2022
1 fish, 54 inch minimum on Wisconsin waters
1 fish, 50 inch minimum on Michigan waters (mandatory registration of harvested fish)
Catch & Release season open year-round on Michigan side of the river only

including Peshtigo, Oconto, Pensaukee, Fox Rivers
Open May 28 – Dec 31, 2022 (open water only)

· Anglers are required to buy a fishing license of their resident state. Michigan residents must buy a Michigan license; Wisconsin residents must buy a Wisconsin license; MN or IL can buy nonresident license from either state, for example. You must carry a paper copy of your license since law enforcement from each state does not have the software ability to read other states electronic licenses.
· The catch & release season for musky is only open in Michigan waters of the river and is open all year. Anyone with a valid license described above (WI or MI or nonresident license) can fish on the MI side for catch & release season but only on the MI side.
· Anglers can launch on the Wisconsin side for the catch & release season, but must fish only on the Michigan side.
· The minimum size for harvest in Wisconsin is 54 inches and the minimum size for harvest in Michigan is 50 inches. An angler cannot bring a harvested 50-inch fish over to the Wisconsin side of the river.

So I can only find reference to the open immediate catch and release season from the MI Regs, no mention thereof in the WI regs. Coupled with the above post, it seems you have to do so on the MI side, not the WI side….
