Don't believe it's a Phantom. Looks to be thru-wired, which no phantoms ever were (at least that I've ever seen). Could be home-built on a Phantom blank though.

If it is it's a custom one but as said the hook eyes are much bigger than a normal phantom could be a copy.

not a phantom.that kind of eyes were not available during the time it could have been a prototype. imho it's just a copy. i hope you didn'T pay too much for it

The screw eye at the front of the bait is also in the wrong direction. Phantoms are sideways where this one is up and down.
