Having trouble telling if my surge brakes are working, short of jacking the trailer and spinning a tire is their an easy way to tell? When I pulled the boat for the first time they did not appear to be working (stropping the boat was tough). I Bled each brake and topped off with brake fluid. Since I have only pulled it around the block to try them and they seem better but when I get home the rotors are not warm like they are on the vehicle. Is this because the trailer brakes are applied for a shorter amount of time? If not working, what am I looking at replacing to get them working? The trailer is a tandem axle tuffy trailer with an x190 on it, pulled by a chevy Tahoe. thanks for any help you may have.

With my trailer if I unplug my conector I can't back up a steep incline because the brakes lock up you could try that.
