The state park/campground on the NE part of lake has tent camping and an online reservation system .

There was a KOA off of hwy 2 west of town past the airport when I was growing up. Unsure if it is still there as I dont go out that way for anything when I am there. Try that if the state park is full. Some other options depending on what lakes you want to fish too.

Lake Bemidji State Park
Norway Beach Campground - Cass Lake (USFS) - some of the sites are on the lake - nice sand beach to pull the boat up on
Many resorts on Cass Lake - some allow tenting
Itasca State Park - a little drive but if you want to fish Elk, Mantrap, and Bemidji lakes - would be centrally located.
KOA by the airport along Hwy 2 - probably not too quiet?

Not too many campgrounds around Bemidji that I can think of other than resorts on lakes around the area. If you are musky fishing and want to stay in a tent, I would probably either stay at Norway Beach or Lake Bemidji State Park.
