Yes, I've also had great luck with topwater from opener to well into late fall. But the question was when is the "best" time, and unlike the advice of the above posters, i will go ahead and say that late fall, pre-ice is not the "best" time for being on top.
Early fall, pre-turnover while fish are shallow and generally chomping is the best time for topwater IMO.

I like the 64 to 70 degree water temps best. The best time of the year is June and September in southern Wisconsin. But May and October can be outstanding also. Just depends on water temps. Thats my "best time" scenario.
