Do all the musky in lake spawn? As in the fish that are usually up shallow, the fish that are out in the open water, the fish that are down deep?

They all move in to the spawning areas and do their thing.

Complicated question... The simple answer is yes, most mature fish will go through the spawning ritual. However you'll have some fish in a given water that will not, immature fish do not, as well as older/larger females that may only spawn every other year. In years with strange weather; quick warming, drought, etc. some/most fish in a water may abandon spawning.

It has been nearly a million years ago, but The Milwaukee Chapter of Muskies Inc. was involved with a multi-year "Pewaukee Lake Study".
We had technicians following radio tagged muskies around with underwater cameras showing them going through the spawning actions over cover which would not appear supportive to successful spawning reproduction.
Each year which our own stocking programs are completed, a different fin is clipped to identify a year class. On a rare occasion a fish is caught without a clipped fin.
