That depends how brave you are.
There is a good ramp at the dam. If they are releasing water it is navigable but be careful. Swift moving water and timber is dangerous! Below the ramp at the dam access is difficult. I would hate to get stuck downstream with motor trouble. The only other access points with boat ramps that I am aware of are Clay Wildlife Management area and Blue Licks Battle Field St Park. There are a few low water crossings that are very muddy until mid summer.
I have fished it in a canoe during low water periods when riffles were less than 6" deep and i had to drag over and around fallen trees in the river. ~~~~~~~~~~~
Bruce is right on, Not the best water around I would not take a youngster on it to learn how to fish.
