i think they are calling the spacer between skirts a washer
plastic beads can be used as well

Yes it's a plastic tubular thing with an ID just big enough to get the wire through

If you use a solid brass bead next to the clevis instead of the cheaper hollow metal beads that most bucktail makers use then you won't need to use a washer. The hollow beads cut into the clevis.
