look into the spike it products- theres lots of options, some you need a retarder to keep the paint from drying in your tools

You could try the paint that you use for painting crankbaits then dip the bait in clear plastisol to protect it from peeling off. Lurecraft use to sell the soft plastic paint but stopped selling it because of shipping issues with hazardous materials.

I meant the fumes are toxic...I'm not sure about once the paint sets. I think it has chemicals in it which allow it to eat into the rubber so that it adhears to it better. I have never personally used the stuff, but know someone who has. It is recommended to have proper ventilation and repirator while spraying this stuff.
