Hope I can explain this so it makes sense.
I use a Luhr Jensen double tappered file like those sold in most tackle shops or catalogs. When sharpening a new hook for the first time, I start at the point and sharpen back towards the bend of the hooks. A few strokes on one side and then the same number on the other side. Once fairly sharpened (and here comes the tricky part to explain properly) I change how I sharpen hooks. I hold the hook and file so that I'm working the file down the side of the hook from barb edge to the back of the hook so that I sharpen the entire barb surface at the same time. Two to three strokes on each side of the hook and it is sharp. I never go back to the initial sharpening method on a sharpened hook. Think of it as more of sharpening a knife than sharpening a hook.
Hope I explained this so it is understandable and helpful. It sure works for me.

I have the Smity chain saw file, the luhr jensen(I think) blue handled chain saw file, and the yellow "tapered" Luhr Jensen file mentioned above. Side by side comparison has the yellow file with sharper hooks with less effort. Also I reccomend doing the finger nail test when your done regardless of which sharpener you use, that is can your bait hang off your nail without sliding.
