I have a number of lures that came with rubber tails that have either been ripped up by fish, or just worn out from use.. (phantom for example).

What do you use to glue new tails on? super glue? epoxy? any help?

Super glue, like you stated a fish will rip them off so trying to find the best perminent solution should not be a concern

Mend-It will fix split tails and repair ripped off tails.

Phantom sells a great superglue to be used to reattach tails as well as mend torn ones.
