I am tossing around the idea of adding a kicker to my older 620. Any reason to go to a 15hp or is 9.9 sufficient? I have 1999 VMax 225 Yamaha and will probably stay in the family. What are the rigging considerations/options? Tiller-steer or wheel Steer? Power start vs manual? Power trim or not? What else? What are your thoughts?

sell your rig to me for a very low price, and then you won't have to worry about the kicker

I would go with the 15hp you will burn a lot less gas when it is rough out and run at lower rpms and will be quieter. I have a friend with a 620 who is not happy he went with the 9.9hp it is not enough at times and end up trolling with the 225
If you are using the boat in Canada or anywhere else there is lots of rocks I would get the power trim for sure.
I also would get the stearing cable that hooks to the big motor it is alot nicer to spend long hours trolling in your drivers seat stearing with the wheel
I would go with the power start also.
All these things will help with resale also.
