im fairly new to musky fishing, just got a few musky lures last week. if a musky follows a jackpot to the boat, what technique do you use for a figure 8, do you keep twitching it? or what?

I run it down under the water about 6" or so, in a 'twitch' figure 8. Never have has a fish take a Jackpot or similar bait doing that, but have with an Undertaker.[:0]

I fish jackpots alot and have also never had a strike from a musky that followed back to the boat without eating it, regardless of the figure 8 tactics. Had at least a half a dozen such instances last week on the Eagle River Chain. What does seem to work (a fair percentage of the time) is to be rigged with throw back baits. I usuall try jigging a rubber creature beneath the boat first because often times the musky just settles below the limits of visibility and remains in the immediate area. If that doesn't work, I then toss a shallow to mid-depth running crankbait at them. Nothing is 100% (especially in musky fishing) but this method has produced fairly well for me over the years. I think the major problem with walk-the-dog baits and follows is that the lure is providing it's best action while being twitched back to the boat. Once retrieved, no figure 8 method can match the action which resulted in the follow so the musky just turns off. The more we figure 8 her with a bait she's already rejected, the more we turn her off. The jigged rubber bait followup has been my most effective means of turning follows on surface baits into hookups.
It's not the only method for sure, but that is what has worked best for me.
