Looks like a bait from 'Wood On The Water'. They used to have a color ad in Rollies catalog. Jointed 'tapstick' perhaps?

Thats what I thought but this one is 2" shorter than anything I have seen from them. Maybe they made a "Baby" jointed tapstick?

Rollies used to sell these and it might just be an old Tap Stick. Its not a Baby or a Magnum either, the small Tapsticks are about the size of two long pencil's with a joint. Here's the Magnum.

BINGO....Randy Virgil made them when he used to own Wood on the Water, Joe Herbert, the current owner doesn't.
