Is it better to to send the reel back to Shimano or is there someone else that can do just as good of a job that may be closer to home?

shimano uses authorized satelite repair centers all over the country, so chances are there is one close to you that is supposed to do just as good a job as the technicians out in Cali. Check their website to find one near you. www.shimano.com I've had mixed results, good and poor with both the satelite centers and shimano, so I guess it is like anything else in this day and age and it depends on the individual who is chosen to help you.

In Oct my levelwind on my 700TE went out, so I overnighted the reel to Shimano in CA. The overnight shipping was 40$, but since it was under a year old and I sent it with the receipt the repair was free, it was fixed and sitting on my porch about 6 business days later. I paid extra for the overnight cause I NEED TO THROW COWGIRLS, the fish command me. The reel is perfect and quick return time. So great experience for me with Shamano. I do trust my local shop with most reels but not my TEs, plus they take forever to fix.
