I have a Ranger boat that has retratable cleats in the rear but non-retratcable cleats in front. This week I snapped a rod in front when it slid beneath a front cleat and went to pick it up.

Does anyone know of a way to remove the non-retractable cleats and replace with retractible cleats?

Those cleats can be real rod-breakers and well as heart breakers as that rod was one of my favs...Fig Rig 7-6 heavy action...dag-nabbit!

This should be a easy job to do by youself with some good home tools. alot like wood but you have to treat the glass a little different then wood. Someone who knows more about it can give the info you need, any marine dealer can do it for you.

the cleats are fastened to the deck on the underside with lock washer bolts. Getting to them might be an issue, I'm not familiar with access to the cleats on that model.
