See the picture below. Coil woudl be just like you might find on your throtle cable but just smaller diameter. The ones in teh picture on mine are more like heavy duty tight coild springs. Hobby shop, Homne Depot, Lowes, etc. will have what you need. Also Dick Moore will have about anything you need on the planet for coils! He is the man for buying termianl tackle from. And if by chance he does not have it he will tell you where to get it.

The coil (with the hair on it) is free to move around on the shaft. I don't think they reall move around much.
You can get sections from Moore. He has plain coils and ones with a weight poured on them.
I buy throttle assemblies from auto parts stores. Clip the junk off the ends and pull the cable out of the middle. Now just cut them with a side cutter as long as you want them. You can probably get 50-70 bucktails out of one throttle assembly.

Here is that lure in the water. The hair does not really spin but as you can see it will pulse. IMO it is all about the thump from those big twin #10 Colorado blades. Can't wait to get a few of those twin #13 bucktails in the water next year!
