You really don't need a passport to get into Canada. The passport requirement is being called for by the US folks to be able to get back into the US if traveling by car or boat. There has been a recent change in the date of the passport requirement, which where suppose to go into effect Jan 1st 2008. Here's a link to the latest announcment.
The change is apprently due to the amount of time it now takes to get a passport, but it sounds like the requirement will soon be enforced.
Canada also likes a passport, but doesn't actually require one yet. Usually a drivers license is all that's needed, but it's also wise to carry a birth certificate if you don't have a passport.
If you are planning on fishing out of a US based resort there are additional requirements to get into Canadian waters.

Funky thing is my buddy Erik had a passport when going in last year with us, and they wouldn't let him through till he went outside and got his drivers license....hehehehe.
