Location: KY

Does anyone recognize this lure? It was in my grandmother’s house, in Phillips WI when she passed. (over thirty years ago) I am guessing the lure may be 40 to 60 years old. It has been in storage until recently. You can see it had a metal lip on it at one time. Does anyone know who made it or how old it is? Perhaps it was a one of a kind home made bait.

Looks to be a homemade one by copying Heddon's shape.
