The tires on my truck are rotated every 3K miles when I get an Oil change but Should the Tires on the Boat Trailer be rotated as well

yep. In fact, on my trailer, the tires were wearing more on the inside than on the outside, so I had them flipped on the rims after a couple years.
It's always something. If it's not one thing, it's something else. m

Always a good idea to have them "flipped" if the insides or outside shoulders are wearing quicker than the rest.

Not only should you have them rotated but if you really want to maximize tread life you should also get them balanced, not any different than any other vehicle.
