I have used Adobe Premiere Elements 3.0. I'm no expert but was able to cut and edit video without using the manual. A little pricey at $100 but it worked.

Windows Movie Maker. I have Vegas Video, it's great. I also use Sony Movie Shaker, that's an easy to use program that makes reasonable amateur videos, even with Jazz music in the background. This is one I was messing around with and am still editing, but here's a rough draft. This program is flash enabled, and converts to several formats. Embedding the movie in a thread seems to make it a bit choppy, but I think we will have that solved before too long.

For most of our videos here on site I edit using Final Cut Pro on a Mac, but iMovie ships with Mac and works well, as do most of the other editing software options out there for PC, including Vegas Video and some of the stripped down apps like Movie Maker. They all output and encode to multiple formats, as long as you have the appropriate codecs installed. Some codecs are free (DivX), some cost money, and some are bundled with other software (like the On2 and Sorenson Spark FLV codecs with Macromedia Flash 8).

You can also output to raw DV or AVI and send to a standalone encoder like Sorenson Squeeze, which can be set up for workflow purposes to watch a folder and output to multiple formats of your choosing.

The editing process is very similar in all of them.

Feel free to upload vids to YouTube and post here, like Steve has done. Movies uploaded to YouTube are encoded server-side to the FLV (FLash Video) format, which has become the overwhelming preference for web delivery due to the cross platform-ness of Flash.

Much of it depends on how deep you want to go. If you have a mac and want to do basic cut outs etc then i movie should be more than good. Otherwise final cut pro rocks. I have a PC and use Ulead media studio pro. Again, if you do not need or want to do alot of editing then videostudio 9 or other less expensive nle's will work fine. Check under windows media on your pc for movies maker 2. It may be all you need!
