Well here in Point the area of the river I fish (and all the river for that matter) has been pretty low water levels and the water has been pretty warm.....so I have formulated some sort of theory on the area I fish and the muskies in the area.....

With the warmer, lower water levels the fish are congregated in the deeper holes where the water is coming over the dam. The surrouding, slower moving/stagnent water contains a few muskies, but they are spread out. The walleyes (and other baitfish) are up in this area as well, but not like they get stacked up in the spring spawn. So now that it has been a cold rain here all day, if the water levels come up a bit and drop the water temps, the walleyes (and other baitfish) should move back in to some extent and the muskies will follow.

Am I thinking along the correct lines? Would it be a worth while venture to go out here tomorrow morning for a few hours? Not that getting out fishing isnt a worth while venture, but will my odds be increased with this change of weather?

If you are fishing the river around there, your odds will be better anywhere with the rain and better flows. One thing to remember is that the fish down river in many of the holes have not been pressured all summer as much the dam fish have been/are. With the increased flow/cool(like being talked about on the turnover thread) the ones that were/are deep will move up some and become more accessible to you and I. Your theory holds alot of water though and fish should move into those areas too, with the emeralds moving up to spawn and walleyes/smallies/whitetrash(that are lousy in all stretches from the Eau Plainne on down since the explosion a few years back) chasing them... But this cool and rain will really help.

In the summer with warm water the fish are catchable. I fish the lower flowage sections using bright baits in the main river channel. Not a numbers deal like but definetely bigger fish. I think you are both correct. the rain and cool water will bring these fish into shallower water

Whitebass will defintely become a connection in the Point Flowage and already are in Dubay. In the hot part of the summer the minnows stack up near cool water inlets - the whitbass are not far behind. Pop your bucktail blades out of the water often, mimicking feeding whitebass....smack
