I've had some success on clearer lakes with topwaters during a light rain, especially over shallow weed beds and slop.

I clip on a Super Top Raider when it is raining in spring/summer. A Suick goes on the leader during rain in fall.

Suckers have done well for me when it's raining in the fall. However, I feel the suckers are a rather self fulfilling prophecy. There is always at least one dragging out there in the fall and as we all know, they do well in fall regardless of rain.
