When measuring the beam of a boat...do you measure to the outside or to the inside?

Kind of like when talking about measurements of piping...there's the O.D. (outside diameter) and the I.D. (Inside diameter).

When reading a boat manufacturer's specs on the width of the beams of their boats...inside or outside, since all boats have different widths to the gunwales?

Example...my boat...measuring to the outside of the boat measures 86 inches...but to the inside it's only 76 inches due to the fact that I have 5 inch wide gunwales on both sides.

I'm sure this will be a one word answer.

USCG says outside.
