Location: Warroad, Mn | On March 9th the Dept of HomeLand security sent out a Press Release regarding additional security enhancements for
lpeasure boaters in Minnesota.
The Press release anounces different requirements for leaving and reentering US waters by boat.
The new requirements include the purchasing what is called an I-68 which is a photo ID with a fingerprint. This plus the requirements to check back into US customs by phone or video phone every time you come back from Canadian waters.

SECURITY ENHANCEMENTS FOR PLEASURE BOATERS IN MINNESOTA
INTERNATIONAL FALLS, Minn. - U.S. Customs and Border Protection (CBP) has implemented
enhanced security procedures for small boats arriving in the United States from Canada. The new
private boat clearance procedures are part ofCBP's comprehensive efforts to enhance security at our
nation's borders.
Private boaters will be required to report to specified ports of entry for inspection. Only boaters
participating in the 1-68 program or utilizing an (j^tlying Area Reporting Station (OARS) videophone
station will be allowed to report their arrivals by phone. Participation in the 1-68 program requires the
payment of a fee and passing a background check by CBP.
Participation in the 1-68 program requires each applicant to appear in person for an interview at a
Customs and Border Protection port of entry. Fees are $16 (US) for an individual or $32 (US) for a
family. U.S. citizens, Lawful Permanent Residents, Canadian citizens and Landed Immigrants of
Canada who are nationals of Visa Waiver Program countries are eligible to apply for 1-68 seasonal
boating permits. Private boaters are encouraged to apply BEFORE attempting their first trip to expedite
the border clearance process.
"These new procedures allow CBP the ability to carry out our twin goals of preventing terrorists and
terrorist weapons from entering the United States, while at the same time facilitating legitimate travel
and trade," said Thomas Hardy, Director ofCBP's Seattle Field Office. "Those boaters using OARS or
enrolled in our 1-68 program will reap the benefits of our call-in inspection process."
These new procedures are designed to augment a myriad of security enhancements implemented by CBP
at our borders since the terrorist attacks on America on 9/11/01. Details of the new private boating
international clearance procedures are outlined in the attached FACT SHEET. Boaters are encouraged
to contact their nearest CBP office with questions regarding these new enhanced security procedures for

Laws and Regulations Governing Pleasure Boats
Title 8, United States Code. Section 1225 (a)(3). requires that every applicant for
admission, to or transit through the United States, must be inspected by officers. The
implementing regulation, Title 8, Code of Federal Regulations (CFR), Section 235.1
requires that every application for entry into the United States must be made in person
to an officer at the port of entry (POE) at a time when the POE is open for inspection. A
person claiming to be a United States citizen must establish that fact to the examining
officer's satisfaction.
Title 19, United States Code (USC), Section 1433(a)(1), requires that the master of a
vessel, immediately upon arrival, report at the nearest facility or designated place. The
implementing regulation, Title 19, Code of Federal Regulations, Section 4.2 requires
boaters to immediately report their arrival by any means of communication approved by
the agency.

Pleasure boaters are required to comply with all reporting requirements. Boat masters,
family members and all guests entering the United States must report for inspection.
Inspection may be obtained in one of three methods:

Alternative Inspection Services Program:
The alternative inspection programs are available for those traveling by boat
along the Northern Border. Specifically, the 1-68 Canadian Border Boat Landing
Program will be resumed with additional security enhancements during the
current boating season.
Only the current Form 1-68, dated January 31, 2002 or later will be accepted for
the 2005 boating season. The Form 1-68 will not be renewable by mail. Each
applicant must appear in person for inspection, interview, and various other law
enforcement checks. The fees are $16 for an individual or $32 for a family, the
same as last year. For 1-68 purposes, by definition, a family consists of
parent(s), unmarried sons and daughters under 21 years of age, and
grandparents. Children 14 and over must have their own 1-68 and the names and
dates of birth of children under 14 years of age must be listed on one or both
parents' Form 1-68.
Under the Form 1-68 program, applicants for admission into the United States by
small pleasure boats are inspected and issued a single boating permit for the
entire boating season. This 1-68 permit allows boaters to enter the United States
from Canada for recreational purposes with only the need to report to CBP for
further inspection by placing a phone call to report their arrival. U.S. citizens
(USCs). lawful permanent residents (LPRs) of the United States, Canadian
citizens, and permanent residents of Canada who are nationals of Visa Waiver
Program countries are eligible to apply for Form 1-68 if in possession of a valid
passport and 1-94W.

For those who are not USCs or LPRs of the United States, Form 1-68 authorizes
admission within the immediate shore area of the United States for no more than
72 hours at a time.

Boaters not in possession of a valid Form 1-68, must either report in person for
inspection at a port-of-entry or utilize one of the OARS videophone stations every
time when entering the United States. Under the OARS program, videophones
installed at public marinas along the Canadian border provide an automated
inspection service enabling two-way visual and audio communication between
the officer and the applicant for admission.
3. Utilize an Outlying Area Reporting Station (OARSVvideophone station
OARS: Outlying Area Reporting Station:
The Outlying Area Reporting Station (OARS) has been developed as an
innovative alternative inspection method. The system is free, convenient, and
easy to use. Under the OARS program, videophones installed at public marinas
along the Canadian border provide a two-visual and audio communication link
between the inspector and the applicant for admission.

Location: Sheboygan Falls, WI | So, is the RABCP going to mean anything? I have friends that have one already for this year and they have my application and everything; will it be any good?
I am going up musky fishing. I do not have 50cals mounted to my deck and rocket launchers strapped to the gunnels. I just want to fish musky and relax. Wait, is there a conflict there? Musky fishing and relax? Oh well, I just want to go up fishing.

Location: Roseau | I usually dont like to post things like this, it can start contraversy, but this is what the customs told me. I would still call them if you have any questions.
I talked to a custom agent at Warroad today. He said that you can call in from any phone including a cell phone if you get an I-68. If you dont get an I-68 you have to use the OARS phone, which I believe is located at Jerry's or Jim's Corner.
The port pass is being looked into at this time, that is all he could tell me about the port pass. He did not say if it is still valid or not.

Location: Sheboygan Falls, WI | I just spoke with Warroad as well. I spoke with a Brian up there and had great information given to me. For those of you taking your sons or daughters in, if they are under 14 they can be put on your I-68 for Free. Like normal, just have their birth certificate with you. The whole process takes about 10 minutes per person and they do them from 8am until midnight.
Sounds like the $16 will be well worth it.

Location: Warroad, Mn | The RABCP is still valid as it's for going into Canadian waters with out going through Canadian Customs. The other alternate
to the RABCP is to call in daily from one of the Video phones (Grumpy's, Jim's Corner, Young's Bay or Cyclone Island). I might add that I talked to a Canadian Immigration officer on Friday, and he said that they well be doing increased ckecking for compliance this coming year.
The I-68 is to return to US waters after you have spent a day fishing in Canadian water. The I-68 allows you to use any phone
and call the 386-2796 number to report back in. If you don't have the I-68 you need to report back using one of the video phones at Young's Bay, Grumpy's or Jim's corner. I understand that everyone has to do this.

Location: Black Creek, WI | So we need an RABC to get INTO Canada and an I-68 to get BACK to the United States each day? Is this correct?
Seems like "double dipping" to me.... but if $16 will save me the headaches of border crossing... its a small price to pay to ensure an enjoyable vacation.

| Thats correct Jason - In years past as long as you didn't get out of the boat in Canada you could return to US by water - We will all have to call everyday - get the permit or you will have to stand in line at the video phones.......I just hope they are prepared to take 100-200 calls every evening for an hour? | |
