Location: Valentine, NE USA | I'm assuming you mean under 200K for file size...
If so, I found the neatest little program called IrfanView. It's a photo editor and does all kinds of neat things...it'll also let you specify file size.
Good program, worth trying out.

Open Accssories
Open Paint
Hit File
Hit Open
Find the pic you want to minimize, open it there
Click on Image
Click on stretch and skew
Then change 100% and 100% to 80/80 then to like 75/75 and so on....the pic will get getting smaller.
As the picture gets smaller....you are resizing....
