I don’t think there is a water temp that’s too cold as long as they are relating to shallow-ish water. Slowing down is something you need to do when it cools, but as long as there’s a fish that can get a visual on your bait, no reason it wouldn’t eat. It’s probably not your highest percentage bait in many late fall situations, but as long as a fish doesn’t have to work hard to eat it, they will.

Have caught dozens of skies on top spring and fall with surface temps in the low 40’s. Wtd is only thing I personally have confidence in post turnover...helps to know fish are around cause I really try to walk the bait without much forward movement with water that cold

in general any style or type of bait 'can' work at any point in the season.. while topwater can and does work in late fall, I think other styles will end up producing more strikes day in and day out... I've caught them on hawg wobblers in low 40 degree water but it's not my 1st choice in the water

I've caught them on Hog Wobblers down to 43 deg. and on One Eye Willy's down to 40 deg. But you have to work them slow. So I usually only throw if I know for sure fish are there.
