Any idea what could be wrong with my trim. I have an 02 Johnson 25 hp. And it’s making a weird buzzing sound and will not go up or down. The battery is good and I cleaned the cables and terminals. The electric start works right away but the trim just buzzed both running on that battery.

Have you checked your relay(s) that control the trim? Based on motor age it is worth a quick look. If you can get to a shop that has them in stock, they will probably let you swap it quick to check before purchasing.

Given your above description of the problem and assuming your fluid level is okay, I'd guess your trim motor is done. If it was the fuse you wouldn't hear any noise. If it was the relay or solenoid you would likely still hear a click when you pressed up or down.
