Summer topwaters?

I was wondering if topwaters are effective in the summer or are they more of a spring and fall type bait?

I was fishing the Oneida county area with my brother on the 4th of July weekend and the majority of the fish I saw (skunked the whole weekend) were off a Tallywhacker. Mind you I didn't see many either, 3 or something, but all were gunnin' for it.

Yeah I was at Webster and tried quite a bit and nothing seemed to be working, but 4th of July is probably the worst time with tons of boaters and just way too much boat traffic. It was quite dead that weekend and that was what got me to asking this question. Mark
