Got thinking tonight on my Golden horseshoe weekend long ride home.How about using PVC Glue and adding plastisol coloring toit then masking off your rubber and brushing the PVC Glue on the area and letting it dry?

Would this work?

How about using a heat applyed mylar colored film?

Soft plastic isn't very easy to paint because of the chemicals in the Plastisol. Most paints never cure. Whatever is used to make Magic Marker is effective, and seems to dye the Plastisol pretty well. Pouring the plastisol over a foil piece in the center makes some interesting patterns too.
