I believe he has a video on youtube that shows how he does the fins, it may be part of another video. I think for the most part you use a stencil for the outline, then use another stencil (flat or slightly curved to the shape of the fin) and pivot from where the fin would connect to the body of the fish. Each time you pivot, you spray so that the paint barely exceeds the stencil you are pivoting (which gives you the "lines"). Search through his youtube videos, probably easier to watch and learn than how I've explained it. Once you get the hang of it, they become fairly easy to do and they look great. I have done a few that turned out really nice.
