Vast majority of fly in lakes have pretty small fish and are action lakes...

I went to Kay lake out of Nestor Falls Fly-ins and it was a lot different fishing than some of the well know drive-in lakes. We caught lots of musky, but biggest were 40-41". Most of the time action didn't start until dusk. Smallmouth and lake trout fishing was a blast. I am sure there are some big fish, we just didn't contact any while we were there.

Canada doesn't really manage anything outside of setting limits, certainly aren't stocking or anything like that. Small lakes with higher densities just don't grow many big fish up there, similar to what you find in many Northern WI class A2 lakes.

The fly in or portage lakes are usually really small, 200 acres or less. Usually not all that deep either.

My son and I went to Kishketuna lake outside of nestor falls this july. The action was incredible but nothing bigger than 40". It is a nice lake with incredible bass fishing also. Several outpost cabins on the lake but it is a large lake for a fly in.
